Katherine Williams is a highly respected health and social care regulatory expert with extensive senior
leadership experience across the NHS, Care Quality Commission (CQC), Healthcare Inspectorate
Wales (HIW), central government, and the independent sector. With a clinical nursing background and
qualifications in business, leadership, and law, Katherine combines frontline insight with strategic
regulatory expertise.
She has led complex national and international regulatory programmes, including the development of
Europe’s first pandemic inspection methodology and worked on the reciprocal healthcare agreement
for EU exit at DHSC. Her work has influenced regulatory practice across multiple UK nations and
international health and care systems.
Katherine is renowned for her deep knowledge of legislative and compliance frameworks, and her
ability to deliver high-impact regulatory solutions. She has successfully led hundreds of compliance,
transformation, and assurance projects across the UK and internationally, supporting providers through
inspection, enforcement and registration challenges.
An experienced expert witness in regulatory matters, Katherine has supported cases and appeals at
provider, court, and tribunal level. She is also a guest lecturer at the University of Chester, and a trusted
advisor to health and social care organisations seeking sustainable, high-quality, compliant services.
